Η καταιγίδα μέτρων σε συντάξεις - εργασιακά
Καυτή ατζέντα περιμένει τον επόμενο υπουργό Εργασίας. Η ασφαλιστική μεταρρύθμιση και οι μειώσεις στις συντάξεις μεταξύ των άμεσων μέτρων που καλείται να προχωρήσει. Η λίστα με τα προαπαιτούμενα και τα ασφυκτικά χρονοδιαγράμματα.
Σαρωτικές μεταρρυθμίσεις και σκληρές αλλαγές επιφυλάσσει η επόμενη μέρα των εκλογών για το ασφαλιστικό και προνοιακό σύστημα της χώρας, ενώ «αγκάθι» παραμένει και το εργασιακό, καθώς οι υποχρεώσεις που απορρέουν από το τρίτο μνημόνιο είναι συγκεκριμένες και πιεστικές.
Οι εκλογές έβαλαν στο... ράφι μια σειρά από υπουργικές αποφάσεις και εγκυκλίους, αλλά και τη νέα ασφαλιστική μεταρρύθμιση για την οποία έχει δεσμευτεί η κυβέρνηση ΣΥΡΙΖΑ-ΑΝΕΛ. Η «καυτή» ατζέντα περιλαμβάνει τη μεγάλη ασφαλιστική μεταρρύθμιση του φθινοπώρου, που έχει στηρίξει τις ελπίδες της η προηγούμενη ηγεσία του υπουργείου Εργασίας, προκειμένου να αποφύγει μια σειρά από δεσμεύσεις που απορρέουν από το 3ο μνημόνιο. Αυτό βέβαια που δεν μπορεί να αποφύγει είναι η δέσμευση για δραματικές μειώσεις της συνταξιοδοτικής δαπάνης, εντός της περιόδου 2015-2018.
Οι θεσμοί έχουν ξεκαθαρίσει ότι εντός ασφυκτικά δεσμευτικών χρονοδιαγραμμάτων, η κυβέρνηση πρέπει να προχωρήσει σε πολύ συγκεκριμένες δράσεις για το ασφαλιστικό αλλά και για το προνοιακό κομμάτι, στο οποίο εντάσσουν τόσο οι δανειστές όσο και ο ΣΥΡΙΖΑ το ΕΚΑΣ αλλά κι ένα μέρος από τις συντάξεις του ΟΓΑ.
Αναλυτικά, το Μνημόνιο προβλέπει τις εξής δράσεις:
Ασφαλιστικό
Βασικό Παραδοτέο
1. Νομοθέτηση έως τον Οκτώβριο του 2015 και εφαρμογή από 1η Ιανουαρίου του 2016 των εξής:
- Στενότερη σύνδεση εισφορών - παροχών
- Διεύρυνση και εκσυγχρονισμό βάσης εισφορών για αυταπασχολούμενους με στόχευση στο πραγματικό εισόδημα (από το ονομαστικό που ισχύει σήμερα), εξασφαλίζοντας ένα ελάχιστο επίπεδο εισφορών. Εξετάζεται ήδη πρόταση για σύνδεση εισφορών ΟΑΕΕ με το πραγματοποιηθέν εισόδημα, θέτοντας παράλληλα ένα κατώτατο επίπεδο εισφορών.
- Αναθεώρηση και εξορθολογισμό όλων των διαφορετικών συστημάτων εγγυημένων συντάξεων με βάση τις εισφορές και τον έλεγχο των πόρων.
- Διευθέτηση όλων των λοιπών ζητημάτων για την πλήρη ενοποίηση των συνταξιοδοτικών ταμείων και κατάργηση σε τρία έτη της χρηματοδότησης από κρατικούς πόρους.
- Έως 31 Οκτωβρίου 2015 κατάργηση έμμεσων φόρων υπέρ συντάξεων και αντιστάθμιση είτε με μείωση παροχών ή με αύξηση εισφορών.
- Αναλογική και σταδιακή εναρμόνιση των παροχών ΟΓΑ με τα υπόλοιπα ταμεία.
- Επιπλέον 10% ποινή στην ισχύουσα (6% ανά έτος) για πρόωρες συνταξιοδοτήσεις.
- Αύξηση συντάξεων στον ΟΓΑ για τους ανασφάλιστους.
- Σταδιακή κατάργηση ΕΚΑΣ μέχρι το τέλος του 2019, αρχίζοντας με το υψηλότερο 20% των δικαιούχων από Μάρτιο 2016.
- Έως Οκτώβριο του 2015 εξεύρεση αντισταθμιστικών της δικαστικής απόφασης του 2012 για τα συνταξιοδοτικά μέτρα.
2. Έως τον Δεκέμβριο του 2015 ενοποίηση όλων των ταμείων κοινωνικής ασφάλισης σε μία ενιαία οντότητα, στηριγμένο στη δομή και την οργάνωση του ΙΚΑ, με κεντρικό μητρώο και ενιαίες υπηρεσίες. Μέχρι τέλος 2016 δημιουργία κοινού συνόλου κεφαλαίων, ενώ η δήλωση και η είσπραξη εισφορών μεταβιβάζεται ως αρμοδιότητα στη φορολογική διοίκηση μέχρι το τέλος 2017.
3. Δίνεται περιθώριο ευελιξίας με δυνατότητα εξεύρεσης ισοδύναμων μέτρων.
Πρόνοια
1. Έως τον Μάρτιο του 2016 πρόγραμμα απασχόλησης για 150.000 άνεργους.
2. Έως τον Σεπτέμβριο 2015 σχέδιο για την εφαρμογή του ελάχιστου εγγυημένου εισοδήματος (ΕΕΕ) σε εθνικό επίπεδο από τον Απρίλιο του 2016, σε συνεργασία με δήμους και υπηρεσίες απασχόλησης.
3. Έως τον Σεπτέμβριο 2015 δημιουργία θεσμικού πλαισίου για την παρακολούθηση και τον έλεγχο του ΕΕΕ.
4. Έως τον Ιανουάριο του 2016 προτάσεις και μεταρρυθμίσεις στην κοινωνική πρόνοια και αποφάσεις σχετικά με τους συντελεστές παροχών του ΕΕΕ.
Προαπαιτούμενο
1. Συνολική επανεξέταση του συστήματος κοινωνικών παροχών σε είδος και χρήμα, σε συνεργασία με την Παγκόσμια Τράπεζα, με σκοπό την εξασφάλιση 0,5% του ΑΕΠ ετησίως που θα λειτουργήσει ως βάση για την εφαρμογή του ελάχιστου εγγυημένου εισοδήματος. Ο σχεδιασμός του τελευταίου θα πρέπει να συμφωνηθεί με τα θεσμικά όργανα.
Εργασιακό
Έως τον Οκτώβριο 2015 διαβούλευση για ομαδικές απολύσεις, συλλογική δράση (συνδικαλιστικός νόμος), συλλογικές διαπραγματεύσεις. Στη συνέχεια, ψήφιση νόμου για τα θέματα αυτά με βάση τις βέλτιστες πρακτικές στην ΕΕ.
Σημειώνεται ρητά ότι οι αλλαγές δεν μπορεί να οδηγούν σε επαναφορά ρυθμίσεων που είναι ασύμβατες με τα προγράμματα δημοσιονομικής προσαρμογής.
• Έως τον Δεκέμβριο 2015 ψήφιση νόμου για αδήλωτη εργασία. Βασικά στοιχεία η αλλαγή στο τρόπο διοίκησης και λειτουργίας της Επιθεώρησης Εργασίας και η διασύνδεση των συστημάτων ΕΡΓΑΝΗ-Εφορίας-ΙΚΑ.
• Έως τον Δεκέμβροι 2015 ψήφιση νόμου για μαθητεία, τις δεξιότητες, πιλοτικές συμπράξεις με εργοδότες και περιφερειακές αρχές στον χώρο της κατάρτισης, σχέδιο για δημιουργία θέσεων μαθητείας για τους σπουδαστές ΕΠΑΣ-ΙΕΚ και για το 33% των σπουδαστών ΕΠΑΛ, σχέδιο για συμμετοχή εργοδοτών και γενικότερα αξιοποίηση της ιδιωτικής χρηματοδότησης. Αναδιοργάνωση του ΟΑΕΔ.
• Έως τα τέλη του 2016 ψήφιση νέου Κώδικα Εργατικής Νομοθεσίας
• Εως τον Απρίλιο 2016 επικαιροποίηση της αξιολόγησης του ελληνικού εκπαιδευτικού συστήματος (αντίστοιχη με αυτή του ΟΟΣΑ το 2011). Με βάση την αξιολόγηση θα ψηφιστούν μέτρα για το ακαδημαϊκό έτος 2016-2017. Ειδικότερα υπάρχει δέσμευση για μεταβολές στον αριθμό των διδακτικών ωρών και στην αναλογία μαθητών ανά εκπαιδευτικό με βάση τις βέλτιστες πρακτικές του ΟΟΣΑ. Θέσπιση ελάχιστων προτύπων για ιδιωτικά και δημόσια ιδρύματα.
